Proposition 39 Citizens Oversight Board Member Randall D. Martinez Maintaining Accountability in Sacramento, California

On Tuesday, September 8, 2015 Cordoba Corporation’s Executive Vice President and Chief Operating Officer, Randall D. Martinez, addressed energy officials directly at the first Proposition 39 Citizens Oversight Board meeting and asked what kind of audits the state will conduct to ensure job and energy projections are achieved. Mr. Martinez, was appointed by California Attorney General Kamala D. Harris to serve on the Proposition 39 Citizens Oversight Board in October of 2014.

Also known as The California Clean Energy Jobs Act, Proposition 39 was passed by voters in November 2012, establishing the Clean Energy Job Creation Fund. The act raises funds, by closing a tax loophole, which benefits corporations that move their businesses out-of-state, to fund energy efficiency projects at K-12 schools and community colleges. The Legislative Analyst’s Office projected that the fund would collect close to $3 billion dollars in the first five years. The Citizens Oversight Board will review expenditures, audit the Clean Energy Job Creation Fund, and safeguard transparency and accountability of the fund.

In a letter issued by Attorney General Kamala Harris, she said, “I am confident that [Randall’s] knowledge and experience will be of great value to the Board in its annual review of the Clean Energy Job Creation Fund and report to the Legislature.”

Mr. Martinez earned his Bachelor’s Degree in Business Administration/Finance from the University of Southern California and is licensed in California as a general engineering contractor. As COO of Cordoba, he is responsible for overall service delivery and resource allocation, and has company-wide responsibility to develop strategic marketing plans, maintain client relations and provide corporate communications throughout California.
