Overview


Long Beach Unified School District (LBUSD) is the third largest district in California, educating over 63,000 students. Long Beach has shown strong public support for repairing aging schools. In June 2016, voters approved Measure E with a 74% margin. This measure called for strict accountability requirements, including a public expenditure plan, independent annual audits, and review of all spending by an Independent Citizens’ Oversight Committee. In 2022, Measure Q a $1.7 billion health, safety and student achievement bond measure was approved by local voters. Measure Q will improve plumbing systems, maintain safe drinking water, and upgrade schools to meet accessibility and earthquake safety standards, among other health and safety improvements. These funds will also renovate libraries, science and computer labs and fund the construction of new career education spaces.

Cordoba’s Role


Cordoba Corporation was selected for the pre-qualified CM services bench at LBUSD in 2017and subsequently selected to support several projects that include demolition, new construction, renovation. Projects include:


  • Program and construction management services for the replacement of a seismically unsound existing building with a new $25 million, two-story, 45,0000 SF classroom building at Millikan High School. The new 11000 building and softball/soccer field project includes general classroom spaces as well as specialized graphic arts, mock courtroom, and physical and occupational therapy spaces. The existing softball/soccer field was reconstructed to accommodate the new building footprint. This project was completed on time and under budget in the summer of 2020.

  • The $15 million Jefferson Middle School and $4 million Mann Elementary School HVAC modernization projects included installation of new, modernized HVAC system and upgrades to associated utilities; site accessibility and fire alarm improvements to meet current building code requirements; installation of new elevators and associated structural improvements; and modernization of instructional spaces such as new lighting, ceilings, and AV/IT equipment. Delivering these projects via the lease-lease-back method allowed LBUSD to combine two similarly scoped and geographically proximate school modernization projects enabling completion under separate contracts by the same architect and construction manager. The original substantial completion date was key so students could use the modernized facilities by the start of the new school year in Fall 2019. Cordoba’s onsite construction manager and project engineer actively worked with the general contractor to identify and resolve potential impacts to the project schedule, such as unforeseen site soil conditions. They also developed a completion schedule for the general contractor to accurately scope the remaining work to be completed prior to turnover of the facilities to LBUSD.

  • District-wide Move Management Services – While undertaking such a large effort to modernize and/or construct educational facilities, move management became critical the efficient and effective relocation of students, faculty, and staff temporarily impacted by the construction of the planned facility improvements. Cordoba provides three move managers to provide district-wide relocation/move management and FF&E coordination.
