Carlos Quintana, P.E. is a Project Manager and Professional Civil Engineer with more than 31 years of industry experience. Carlos has dedicated a vast majority of his career to the Transportation industry where he served as a Project Manager on several high profile projects.

Prior to joining Cordoba Corporation, Carlos spent over 30 years at the Port of Los Angeles. His professional experience includes program/project management, planning and design of multifaceted marine infrastructure, container terminals, roadway, railroad and intermodal transportation facilities. During his career at the Port of Los Angeles, Carlos managed and directed design teams for numerous projects, including the Pier 400 Transportation Corridor, the Navy Way Grade Separation, Harry Bridges Boulevard Improvements and the Evergreen and YTI Container Terminal Redevelopment.

During the last few years of his career at the Port of Los Angeles, Carlos managed the Specifications and Special Projects Section where he directed the preparation of specifications, construction documents, cost estimates and contracts for the Engineering and Construction divisions.

Carlos started his career as a student engineer during his senior year in college. Throughout his career Carlos has enjoyed training, guiding and being a mentor to young starting engineers. This led to the development of a comprehensive student intern program and training for entry-level engineers.

At Cordoba Corporation, Carlos served as a Senior Project Manager for the City of Pico Rivera working on Capital Improvement Projects. His responsibilities included project management, construction management, and utility coordination with the Pico Water District, Southern California Edison, and other utilities. Carlos also acted as the City’s representative and project coordinator for the Durfee Avenue Grade Separation Project with the Alameda Corridor East Authority.

Currently, Carlos is serving as the Manager of Cordoba Corporation’s Design Center. His work includes managing all required design, drafting, and preparation of construction documents for projects, including the Design Quality Management Plan and the QA/QC process.
