Trina Abbott has 20 years of leadership, project management, pursuit strategy and proposal management experience on complex infrastructure projects in southern California. Her experience includes working in environmental planning and regulatory permitting, and she is well versed in the California Environmental Quality Act, National Environmental Policy Act, and regulatory permit process. Trina managed the environmental and permitting section for the City of San Diego Engineering and Capital Projects Department earlier in her career and gained the unique ability to work with complex project teams including multiple public agencies and municipalities, utilities, community groups, permitting agencies, internal project team members, and sub-consultants, to ensure the projects were completed successfully on time and within budget.

Trina is the Director of Pursuit Strategy in Cordoba’s Corporate Services sector. She provides corporate-level management of pursuit strategy, including proposal coordination and business development strategies, across all sectors in the company – corporate services, energy infrastructure, education and facilities, water, and transportation. She is directly responsible for ensuring the effective resources, processes and procedures, and tools are in place to effectively facilitate pursuit and proposal management for Cordoba. With Trina’s extensive background, experience, and demonstrated ability to effectively manage and lead various internal and external resources in Cordoba’s ever changing environment, it made it an easy decision to promote her to Director of Pursuit Strategy.

Prior to her promotion to Director of Pursuit Strategy in Corporate Services, Trina served in a dual role as Senior Proposal Manager and Senior Project Manager in Cordoba’s Energy Infrastructure sector. As Senior Proposal Manager, Trina was responsible for initial strategy discussions (i.e., client strategy, RFP review, go/no-go assessment); proposal development and management; management of internal and subcontractor proposal team resources; technical writing and review of all proposals; QA/QC on all proposal items; coordination with our Cordoba legal team on contracts and other legal items; completion of final proposal submittal packages for client submittal; conducting debriefs with clients following client decisions; and conducting internal lessons learned with our proposal teams.

As Senior Project Manager, Trina recently served as Client and Project Manager for the SDG&E Scheduling Support Services contract and was responsible for providing oversight and administrative management of SDG&E’s scheduling resources. She was responsible for reviewing and securing technically qualified schedulers for our Cordoba-SDG&E Electric System Hardening (ESH) Program and Electric Distribution Planning (EDP) Department contracts and was charged with recruiting internal and external industry scheduling resources to provide to SDG&E for assignment within the SDG&E ESH and EDP departments. Additionally, Trina served as Project Manager for the Imperial Irrigation District (IID) Rural Community Charging Pilot Program and was responsible for managing the IID Energy Group and Cordoba team to prepare a Business Case for submittal to Electrify America that explored various investment and partnership opportunities for IID and Electrify America to promote electric vehicles (EV); implement EV charging station infrastructure; and execute EV public education, awareness, marketing, and outreach programs within the Imperial and Coachella Valley portions of IID’s service area.
