Overview


The Norton Air Force Base in San Bernardino was an active military site for many decades before it was placed on the Department of Defense base closure list in 1989. The subsequent process of transitioning from military use to locally controlled commercial uses necessitated creating a structure for this purpose. The Inland Valley Development Agency (IVDA) was formed in 1990 to oversee redevelopment of the non-aviation portion of the former base. The San Bernardino International Airport Authority redeveloped the aviation portion into a commercial airport that supports the economic development of the surrounding region. They undertook a multi-faceted approach to ensuring their goals were met, which included developing supportive civil infrastructure.

Cordoba’s Role


Since 2007, Cordoba has been providing professional engineering services to IVDA/SBIAA. Cordoba has assisted IVDA/SBIAA staff in shaping the San Bernardino International Airport and the surrounding environment. The firm’s professionals have provided services from grant funding application support, planning, environmental planning and permitting, project coordination, engineering design, construction administration, field inspection, and construction management for both horizontal and vertical infrastructure improvements. Cordoba’s first assignment supported the conversion of the base to a commercial airport facility. The team completed full engineering design plans and construction management services for two miles of street improvements on the base. The improvements provided an airport street circulator for the new terminal.


Cordoba staff also provided multi-agency coordination, construction support, and construction management services all under a fast-track design schedule. The improvements surrounding the airport involved careful and timely coordination with existing tenants, local agencies, and land development projects. Completed projects include the following:

  • Parking Improvements Bldgs 730 and 747 – PSE design and construction management services

  • Weatherization and Building Renovation Project/Facilities improvements‑‑planning, PSE design, and construction management services

  • 3rd Street and 5th Street Infrastructure Improvements – Environmental and PSE design services

  • On-call Services for various projects – project coordination, grant funding applications, permitting, and field inspection services

  • 3rd Street Culvert Crossing – SWPPP Report

  • 3rd Street and Victoria Avenue Intersection Improvements – PSE design and construction support

  • 3rd Street Landfill Improvements – PSE design and construction management services

  • 3rd Street, Victoria to Palm Avenue – PSE design and construction management services


Cordoba remains on-call to IVDA as additional development efforts are funded for implementation.
