Richard Chavez, PE has over 30-years of experience delivering a wide variety of high-profile, complex transportation infrastructure studies, projects, and programs. Richard has strong interpersonal and communication abilities, is skilled at engaging diverse stakeholders and building consensus for informed decision-making. He worked for the California Department of Transportation (Caltrans), San Diego for 10 years, the San Diego Association of Governments (SANDAG) for 22 years, WSP, a global professional services consulting firm, for 2 years, and is currently the Planning Director for Cordoba Corporation, a California-based planning and engineering firm. Richard was an adjunct professor at UC San Diego for 7 years teaching transportation planning and has extensive experience with transportation planning best practices, project and program management, long-range transportation planning, near-term capital programs, preliminary engineering, CEQA/NEPA environmental planning, land use, economic and financial analysis, performance measures, risk management, scenario planning, equity analysis, road pricing programs, interagency diplomacy, team building, community engagement, client engagement, business development, leading pursuits, curriculum development, teaching, and implementing project delivery strategies. He is a graduate of Colorado State University with a BS degree in civil engineering and is a long-time resident of Chula Vista, California.
