Overview

The Imperial Irrigation District (IID) territory covers 6,471 square miles, including all of Imperial County along with parts of Riverside and San Diego counties and has a long history of addressing both water and power needs for this agricultural center and its residents. The District provides water to seven cities and two special districts. IID’s Energy services include renewable resources. Cordoba Corporation professionals have worked with both the water and energy sectors of IID.

Cordoba’s Role

Cordoba provides direct program management and owner’s engineering services for the S-Line project, a critical 230kV transmission CAISO system upgrade. The project scope involves upgrading the existing 18-mile, 230 kV-single-circuit, wood-pole transmission line to a new 230kV-single-circuit, steel-tower transmission line. The upgrade includes 169 steel pole structures supported by concrete pier foundations. Cordoba is resolving significant challenges including lack of or limited availability of right-of-way limited budget with limited contingency, tight schedule due to CAISO outage constraints, and an incomplete original design package. In coordination with numerous internal utility departments, the private developer, a third-party engineering firm, the construction firm and local community groups, our team developed and is implementing an execution strategy that allowed construction to proceed with minimal risk to IID. As the PM and OE, we presented this strategy to the IID Board and obtained approval to proceed. Because of the criticality of this project, our team is now reporting directly to the General Manager for the duration of the project
